--:-- Joel Rose: Airlines are offering fewer flights beginning today because of the ongoing shutdown of the federal government. The Federal Aviation Administration ordered a reduced flight capacity to ensure safety amid staffing shortages at airports.
--:-- Corva Coleman: United, Delta, and American have begun canceling hundreds of flights. The FAA officially released a list of 40 major airports that will be affected by the reductions, including airline hubs in Atlanta, Chicago, Dallas, and elsewhere.
--:-- David Kinselman: [Senior Vice President at United] We have service disruptions frequently in the airline business, so we've got a good playbook.
--:-- Corva Coleman: The FAA has already been delaying flights at some airports because of staffing shortages among air traffic controllers. Those controllers are required to work without pay during the shutdown, but some have taken on second jobs and many are calling out sick.

--:-- Claudia Cresales: NPR's Claudia Cresales reports.
--:-- Claudia Cresales: Republicans Rand Paul and Lisa Murkowski joined Democrats to support the war powers resolution, which ultimately failed by two votes.
--:-- Rand Paul: I worry the U.S. is moving towards forcing regime change in Venezuela. The executive branch does not have the authority to kill at will anyone, anywhere, at any time, for any reason.
--:-- Lisa Murkowski: [Republicans who voted no argue] In U.S. modern history, the commander in chief has been given broad powers to initiate conflicts.
--:-- Claudia Cresales: But the vote also illustrates growing unease with the Venezuela conflict. Indiana GOP Senator Todd Young warned while he voted against the war powers measure, he's troubled by the direction of the operation.

--:-- Rebecca Hersher: Dozens of people were killed across the Caribbean. A new analysis by the climate risk modeling firm Karen Clark & Company finds the storm caused an estimated $2.4 billion of insured damage.
--:-- Rebecca Hersher: That includes damage to homes, businesses, and industrial sites in Jamaica and Cuba. The full price tag for rebuilding will be even higher.
--:-- Rebecca Hersher: That estimate doesn't include damage to homes that don't have insurance or the cost of repairing public roads and other infrastructure.
