--:-- Shea Stevens: Live from NPR News in Washington, I'm Shea Stevens.
--:-- Shea Stevens: The U.S. House Rules Committee has wrapped up work on amendments to a bill that would end the longest shutdown in U.S. government history. A full House vote is set for Wednesday.
--:-- Shea Stevens: The U.S. Senate passed the measure late Monday with the help of seven Democrats and one independent who sided with Republicans.
--:-- Shea Stevens: But House Minority Leader Hakeem Jeffries says Democrats are still demanding the restoration of health insurance tax subsidies in exchange for their votes to end the shutdown.
--:-- Shea Stevens: Our strong expectation is that Democrats will be strongly opposed. Many have issued statements.
--:-- Shea Stevens: The New Dem coalition, that's the largest caucus within the House Democratic caucus, opposed to this Republican spending bill because it fails to address the health care crisis that Republicans have created.
--:-- Shea Stevens: Senate Majority Leader John Thune says he will hold a vote by mid-December on extending health care tax subsidies.
--:-- Shea Stevens: The Supreme Court is postponing its order to restore full snap benefits for two days. The delay is to allow more time for final passage of a short spending bill.
--:-- Shea Stevens: President Trump pardons of former lawyer Rudy Giuliani and others accused of trying to overturn the election in 2020 do not apply to a criminal case in Georgia.
--:-- Alex Helmick: But WABE's Alex Helmick reports that the Georgia case is still in limbo.
--:-- Alex Helmick: The massive RICO case, originally brought by Fulton County District Attorney Fawnie Willis, still does not have a prosecuting attorney.
--:-- Alex Helmick: That's after a Georgia court removed Willis because her relationship with a special prosecutor created an appearance of impropriety.
--:-- Alex Helmick: The prosecuting attorney's counsel of Georgia has to name her replacement by November 14th or the indictments are dismissed.
--:-- Alex Helmick: In a statement, the counsel's executive director, Pete Skandalakis, said Trump's pardons only apply to federal charges, not state, and his office is working on their assigned task without being influenced by outside actions.

--:-- Alejandra Burundov: Annual climate talks began this week in Brazil, and the U.S. has not sent an official delegation.
--:-- Alejandra Burundov: But NPR's Alejandra Burundov reports that the U.S. is not totally absent.
--:-- Alejandra Burundov: Mayors and governors from across the country are attending the meeting, known as COP30 including California Governor Gavin Newsom who said the Trump administration has retreated from many of the country climate goals but that position doesn't represent the whole country.
--:-- Gavin Newsom: I'm here because I don't want the United States of America to be a footnote at this conference.
--:-- Gavin Newsom: He says there are many states and cities still prioritizing climate. California is a stable and reliable partner in low-carbon green growth and will remain a stable and reliable partner in low-carbon green growth.
--:-- Alejandra Burundov: That message was echoed at another COP30 event with New Mexico Governor Michelle Lujan Grisham and representatives from cities like Savannah, Georgia.

--:-- Shea Stevens: The FDA says infant formula maker Byheart Media, Byheart Inc., that is, is expanding its voluntary recall amid an investigation into an outbreak of infant botulism.
--:-- Shea Stevens: Byheart is now recalling all of its products nationwide, following reports that since August, at least 15 babies in a dozen states became ill after consuming the formula.
--:-- Shea Stevens: No deaths have been linked to the product. Byheart sells roughly 200,000 cans of infant formula online and in stores each month.

--:-- Itai Stern: Hadar Goldin was killed during an Israeli military operation in Gaza in 2014. His family waged a long public campaign to bring home his body.
--:-- Itai Stern: On Tuesday, it was finally buried in central Israel.
--:-- Itai Stern: His twin brother, Tzur Goldin, said in his eulogy that Hamas hostage-taking is designed to, quote, break Israel's society.
--:-- Itai Stern: The bodies of four hostages remain in Gaza, three Israelis and one Thai national.
--:-- Itai Stern: On Monday, President Trump's son-in-law, Jared Kushner, met in Israel with Prime Minister Benjamin Netanyahu to discuss the next phase of the ceasefire.
