--:-- Steve Inskeep: Welcome to Up First from NPR News. I'm Steve Inskeep.
--:-- Michelle Martin: And I'm Michelle Martin.
--:-- Steve Inskeep: Senate Republicans have voted to take back billions of dollars in funding for foreign aid and public broadcasting.
--:-- Michelle Martin: That's a small but important step toward fiscal sanity, and we'll be talking about what this means for you.
--:-- Steve Inskeep: The president has been threatening to fire Fed Chair Jerome Powell before his term ends next year.
--:-- Michelle Martin: And Israel launched airstrikes into Syria's capital, Damascus.
--:-- Steve Inskeep: We'll break it all down for you in just a minute.
--:-- [Up First theme music transitions to a brief pause]
--:-- Steve Inskeep: Let's start with the Senate vote. Senate Republicans voted to take back $9 billion in federal funding for NPR and PBS, their member stations, and foreign aid programs.
--:-- Michelle Martin: That's a significant cut, and it's a move that's been in the works for a long time.
--:-- Steve Inskeep: Senate Majority Leader John Thune argued that voters elected Republicans to rein in federal spending.
--:-- Michelle Martin: And it's worth noting that this move comes just days after Republicans approved a tax and spending bill that drastically increases federal borrowing.
--:-- Steve Inskeep: NPR congressional correspondent Deirdre Walsh joins us now to break it all down.
--:-- Deirdre Walsh: Thanks for having me, Michelle.
--:-- Michelle Martin: So, Deirdre, this is a rare move for Congress to roll back funding for programs that's already approved and signed into law.
--:-- Deirdre Walsh: That's right, Michelle. It's been more than 30 years since a rescission package passed.
--:-- Michelle Martin: And what's the impact of this cut?
--:-- Deirdre Walsh: The final bill the Senate passed included nearly $8 billion in cuts to foreign assistance programs and $1.1 billion in federal money for public broadcasting.
--:-- Michelle Martin: Assuming it passes the House, this is a win for President Trump and his efforts to slash spending.
--:-- Deirdre Walsh: That's right. He's threatened to pull endorsements for any Republicans who voted no.
--:-- Michelle Martin: Two Republicans did vote no: Lisa Murkowski of Alaska and Susan Collins of Maine.
--:-- Deirdre Walsh: And Democrats after the vote called it a dark day and said the bill is going to hurt Americans who rely on public broadcasting and hurt the U.S. reputation as a global leader.
--:-- Michelle Martin: Deirdre, would you remind us which program was spared from the cuts?
--:-- Deirdre Walsh: Right, they removed a proposed $400 million cut to PEPFAR, a global public health program created by former President George W. Bush to combat HIV and AIDS.
--:-- Michelle Martin: That's a significant program, and lawmakers from both parties say it's successful, saved millions of lives.
--:-- Deirdre Walsh: That's right. And leaders and the Trump administration did agree to pull that cut out.
--:-- Michelle Martin: So, Deirdre, what's the strategy behind this effort to defund NPR and PBS?
--:-- Deirdre Walsh: This effort to defund NPR and PBS goes back to the 1990s. A lot of Republican lawmakers have criticized what they view as ideologically biased news coverage from public media outlets.
--:-- Michelle Martin: And what's the reaction to this move?
--:-- Deirdre Walsh: NPR's president has released a statement saying three out of four Americans rely on public radio stations, and it can't be replaced.
--:-- Michelle Martin: And what's next?
--:-- Deirdre Walsh: The House is scheduled to vote later today. The clock is ticking. They have a midnight deadline on Friday to get it to the president for his signature.
--:-- Michelle Martin: Deirdre, thanks for staying up with us after a very long night.
--:-- Deirdre Walsh: Thanks, Michelle.
--:-- Steve Inskeep: President Trump has been threatening to fire Fed Chair Jerome Powell before his term ends next year.
--:-- Michelle Martin: And Deepa Shivram is here to break it down.
--:-- Deepa Shivram: Thanks for having me, Michelle.
--:-- Michelle Martin: So, Deepa, what's the latest on this story?
--:-- Deepa Shivram: Trump has been frustrated with Powell for months now. He's been urging Powell to lower interest rates more rapidly than the Fed has been doing because of concerns about inflation.
--:-- Michelle Martin: And now he's musing about firing him ahead of the end of Powell's term.
--:-- Deepa Shivram: That's right. Trump's actually been calling Powell too late as his nickname, as in Powell is too late on lowering the interest rates.
--:-- Michelle Martin: But the Fed has been cautious on interest rates because it's assessing the impact of Trump's tariffs on inflation.
--:-- Deepa Shivram: That's right. Trump thinks that Powell not lowering the rates is hurting the economy.
--:-- Michelle Martin: And Deepa, is it even possible for Trump to fire Powell?
--:-- Deepa Shivram: Well, Powell has said that Trump firing him would be against the law.
--:-- Michelle Martin: But Trump could fire Powell if there's a legitimate cause, like fraud.
--:-- Deepa Shivram: That's right. And Trump has been suggesting that the renovations to the Federal Reserve building could be considered fraud.
--:-- Michelle Martin: And what about the Supreme Court? Could they weigh in on this?
--:-- Deepa Shivram: Yes, the court ruled in May that Trump could fire heads of independent agencies without cause.
--:-- Michelle Martin: But the court put the Federal Reserve in a different category than other independent agencies.
--:-- Deepa Shivram: That's right. They called the Reserve a uniquely structured quasi-private entity.
--:-- Michelle Martin: And what does this mean for the economy in the long run?
--:-- Deepa Shivram: Berman thinks the damage is already done to keep the Federal Reserve as an independent entity.
--:-- Michelle Martin: Even if Powell doesn't get fired now, when he steps down in the spring, the next Fed chair will be totally at the service of the president.
--:-- Deepa Shivram: That's right. And that could have really negative effects for the economy in the long run.
--:-- Michelle Martin: Deepa, thanks for breaking it down for us.
--:-- Deepa Shivram: Thanks, Michelle.
--:-- Steve Inskeep: Israel launched airstrikes into Syria's capital, Damascus.
--:-- Michelle Martin: And Ruth Sherlock is here to break it down.
--:-- Ruth Sherlock: Thanks for having me, Michelle.
--:-- Michelle Martin: So, Ruth, what's the latest on this story?
--:-- Ruth Sherlock: The Syrian military got drawn into what started as a local fight in southern Syria between Druze militias and Bedouin tribes.
--:-- Michelle Martin: And Israel intervened on behalf of the Druze minority, bombing Syrian military positions.
--:-- Ruth Sherlock: That's right. And the Syrian military is accusing Israel of sowing division and trying to turn Syria into a theater of chaos.
--:-- Michelle Martin: And what's the U.S. position on this?
--:-- Ruth Sherlock: The U.S. is trying to negotiate a solution, but it's a tough position for them to be in.
--:-- Michelle Martin: Because the U.S. is working with the new Syrian government, but Israel is deeply mistrustful of them.
--:-- Ruth Sherlock: That's right. And there's been a ceasefire deal announced to end the fighting in southern Syria.
--:-- Michelle Martin: But this is clearly a fragile situation.
--:-- Ruth Sherlock: That's right. And it's already the third attempt at a ceasefire in recent days.
--:-- Michelle Martin: Ruth, thanks for breaking it down for us.
--:-- Ruth Sherlock: Thanks, Michelle.
--:-- Steve Inskeep: That's all for today's episode of Up First.
